Many assume the problem of homelessness will never be solved. But experience shows that through practical programs, even individuals with the most unfortunate circumstances can have a home again. Through forward thinking, no one in Austin will be far from home.
Front Steps has worked with the Homeless Task Force to develop Austin's Ten Year Plan to End Chronic Homelessness. The Ten Year plan is not a dream or a slogan-it's a tangible plan that addresses individuals that have been homeless for a year or more (or had at least four episodes of homelessness in the past three years) and most have a disabling condition (substance abuse, serious mental illness, or developmental or physical disabilities). While the chronically homeless represent only 10-15% of the homeless population, they utilize over 50% of the homeless resources. This population is successful when given appropriate support.

Plan for Outcomes
Plan to end, rather than just manage, chronic homelessness
Close the Front Door
Prevent future homelessness by improving discharge planning for individuals exiting public institutions
Provide families with adequate housing and other supports
Prevent children from being placed into foster care
Open the Back Door
Help people exit homelessness by providing adequate affordable housing with support services
Help homeless people access income and employment
Provide services using a system of care approach
Increase outreach to persons with chronic substance abuse problems
Build the Infrastructure
Address the systemic problems that lead to poverty and homelessness
